Now that I have changed my antenna I have been able to listen to Toronto Fire clear as a bell from across the border. Every so often there is a unit that goes by "919" no other words are used just 919.

Does anyone know what kind of unit that is??

9xx units are Toronto EMS. The identification outside of the ambulance would be 919. Toronto Fire may have said that 919 is also on scene for the incident.

Or, you are possibly mishearing 10-19, which is EMS code for "returning to station". You will hear that repeatedly over the trunk system from all EMS quadrants.
