Freescan has been abandoned for years now and does not handle NXDN. Proscan is the best alternative with $50 purchase cost.
Alternatively, you could learn to program by hand, which is not hard once you get the hang of it. Naming stuff by hand gets tedious, though.

All county law enforcement is encrypted. No scanner will decrypt.
The only other thing I saw which is NXDN is Warsaw EMS, not encrypted. All fire department are conventional analog with a PL tone.

Yes I know..not hearing EMS with Freescan.. Is there any other programming other than Proscan..that will work? its $50...How about ARC XT BASIC $39 any good?

If nothing hears, then nobody affiliated with the sites. I hear Troop A Dispatch 1 and 2 regularly with one site near me and not on another since it doesn't have any Troop A cars to affiliate with it. Since it looks like Benton County is on the border of Troops D and F, it may not have affiliates of Troop A on those sites at times.

Here are 2 ARC-XT files for Benton County. The first is MO Highway Patrol troops A, D, and F talkgroups on the MOSWIN trunked system. Pressing 1 on the scanner keypad of will toggle the MOSWIN Cole Camp site on and off. Pressing 2 will toggle the MOSWIN Warsaw700 site on and off. The second file has the Benton County conventional frequencies. Pressing 3 on the keypad will toggle the conventional system on and off. You will need to install the driver file for the scanner first. Save the attached zipped file to your computer and extract the 2 ARC-XT files. Open the extracted MO Hwy Patrol file with ARC-XT. Open the extracted Benton Co Conv file with ARC-XT. Go to the Scanner tab and click on Upload to Scanner. Check the boxes to select both systems. Check the box to Delete All Systems First (clears anything that may already be in scanner). Click on Send to Scanner. The PDF file will answer all of your questions about using quick keys. Quick keys as follows:
