Town of Cary - weak signal

On occasion over the past couple weeks, I have noticed the signal strength from the Town of Cary dramatically falling. It is not happening at the same time of day. Recently, Cary switched to their back up non-trunked frequencies for a few hours. I know solar flare activity is high. Does anyone know what is causing this?

Remember that this time of year the leaves filling back in on trees
can cause reception drop offs or signal attenuation.

Marshall, thanks for your input. I am seeing about a 4-5 bar drop on a 8 bar meter. My antennas are in the attic and usually get great reception. Maybe I need to move them around a bit.
