You can download the usbview program from Microsoft, it's included in a debugger windows kit. When you connect anything to your USB ports it will show up in the usbview program and you can see how that port are named in Windows Controlpanel/device handler. Uninstall that usb device and restart your computer and it will install it fresh without any drivers. Make sure that you have the Whistler driver installed, you could install it again to be sure, and then connect the TRX scanner.
As Whistler uses no usb serial number it can make Windows think it could use another driver that also has no serial number and the problems begin. Before trying to use that non responsive usb port, connect TRX to the working port so that will be the last USB driver used. That could aid in the selection of the correct driver. Windows should use vendor info if serial number is missing but the USB handler in Whistler scanners are terrible and might not work 100% of the time.
I used to blindly uninstall usb ports until I removed the ones for keyboard and mouse and couldn't continue and then do a quick push on the on/off button to let the computer to a controlled power down. The usbview program helps to identify the offending usb port and let me uninstalled just that particular one.
