Trying to monitor CT State Police with PRO-2067

I have a Radio Shack Pro-2067 scanner that is capable of monitoring Motorola Type II systems like the CT State Police. I followed the directions in the user manual but when it does stop on a frequency all I hear is static. Obviously I am screwing something up here so can anyone help? Is the Radio Shack Pro-2067 capable of picking up the CT State Police trunked system or do I need a digital scanner?

Although it's not a digital scanner, it's still a great scanner. I bought one when they first came out and even it's portable brother. I gave the portable to my Mother and kept the 2067. I was going to sell it after I bought my 396 and 996 digital scanners. I decided to keep it and put it in my basement's emergency shelter. Since it's AC/DC, it will work off battery power. What software do you use to program it? I have GRE Scanner Data Manager that works well with it and the Butel software. Therefore, hang on to it. Digital isn't all that common yet and in the Kansas City area there's only ONE APCO 25 system working. The Highway Patrol recently went digital, but that's all. I shouldn't have spent over $1000 for these two scanners. I should have waited.
