For NJ what would be the best setting to have my tuning steps set at? Right now it's at 25kHz but I'm receiving very little transmissions. Which of these would be the best setting for the NJ area? 5, 6.25, 10, 12.5, 15, 20, 25, 30,,50 or 100kHz?

Use your default settings

The tuning increment will change depending on the frequency you program. Most scanners will automatically select the proper increment, some will allow you to manually select others as well.

The same is true when you enter "search" mode.

Ok, thanks. It's an older reciever i'm trying an icom ic-r2. It's supposed to be simple to use,but i'm finding it complicated and the manual is 30 pages.

This all depends on the band you are on:

VHF - some will tell you 15, but 5 will make sure you don't miss anything (it slows down your search, though). That unit is missing the new 7.5 step, which is where all the new narrowband channels land.

UHF - 25 or 12.5. That unit does 6.25, but the only people right now using steps that small are NYC (ie - FDNY Manhattan's new dispatch is 482.10625, and that's the new 6.25 step).
