I am having an issue, it seem that when my Bearcat is scanning a group, it does not pick up transmission. If I hold on a channel, I can hear the transmission, but if I scan it does not pick them up. Now the transmissions I am getting are not crystal clear there is some static. I am not sure if that is the issue that maybe the signal is not 100% so it skips over it. If that is the case is there a way to set the scanner to pick u on a less clearer signal.
I hope that all makes sense. :)

Hopefully someone can help

Are you scanning a trunked system or just single frequencies? Does it not pick up any transmissions or is just a specific frequency or talk group?

It is just scan so it is conventional. It most of police and fire in Essex County, New Jersey (NJ) Scanner Frequencies and Radio Frequency Reference

When scanning the 854 frequency come thru on the scan and the scanner stops for that traffic but the 460 newark freq when it has traffic on the scanner does not pick it up l. It only seems to work if I hold and stay on that one of those channels I can hear it . If I scan there could be traffic on the channel but the scanner does not stop on them it just continues to scan.

It doesn't scan a single group (channel) It does scan sets of groups and scan whatever is in that set. Any call from any group, it should unmute and display the group and RID. You can stop the scan and step through the set with the rotary knob, manually hunting for calls.
It will scan stored memory channels or scan a set range of frequencies
Don't know about your BC, but mine is insanly sensitive. Just using the whip antenna, I can receive all the local ham repeaters, lots of RR channels, and that is with the attenuator on. Bad/poor audio, I use an external speaker and often, say a call on a ham repeater, distortion is the transmitter into the repeater is weak, poor, noise etc. the repeater itself if full quieting.
Weak signals direct, turn your attenuator off, rearrange your antenna for best signal. consider an external antenna on the roof, in the attic etc.
Also, try to keep your scanner away from noise making electronics like computer monitors, wall warts, some LEDs, TVs etc.

Be sure you did not lock out those frequencies. How do you know it is not “not picking anything up” when scanning? Are those channels normally very busy? Also make sure the quick ket is turned on for the system/site that it is programmed under.

Newark police are now fully encrypted on their own system. So you won't be able to pick them up with any scanner

Newark
Project 25 Phase II
Police operate on this system

EDIT: Analog UHF patches are (were?) apparently still active as of January 2024. Not sure why you aren't picking them up
