some one help me program it please or message me bout this scanner it is for my grandpa

I have one right beside me. They are not as easy as one you can just type the frequency into, but they're not as hard as programming a trunked system either. Here is. Link to the manual online. Before you do ANYTHING, you really should familiarize yourself with the basics of the scanner by reading at least the part about its basic functions. You CAN just plug it in, turn it on and press either the PD/FD/EMG (police/fire/EMS), AIR/MRN (aircraft/marine), CB or WX (weather) buttons and listening. However, your scanner will lock onto many nearby signals that you do not want and you would have to lock them all out.

The better way to do it is to have a list of frequencies in the area your grandfather wants to listen to. If you can to share that, we can get those for you (assuming that the local emergency services radio system is one that the BC355N CAN pick out...if they are trucked systems, your are out of luck). Once you have those frequencies, it is a matter of pressing the BAND button to get to the range that the desired frequency is in. The radio will start "scrolling" through the frequencies in that range. when you are getting close to it, hit the HOLD button and then the up or down arrow keys to get to the exact frequency you need (ex: 155.355). When you get to it, press the PROGRAM button, then the PRIVATE button and the the up or down arrows to choose the channel number in the PRIVATE bank (1-99). Once you get to the channel number you want the frequency to be on, hit the PROGRAM button again.

Those are the basics of how to program the scanner. Again, read the manual and have it close at hand when you are doing it. Don't rush and, assuming it's the right scanner for his needs, you will be fine.

You've indicated that you got this scanner for your grandpa, but did not indicate his location. You've entered your location as Hobs, NM, which is in Lea County. While that county appears to be all analog at this time, Hobbs, as well as Lea County, appear to be using this trunked system:
Hobbs / Lea County Trunking System, Lovington, New Mexico - Scanner Frequencies

If you are wanting to program Hobbs, as well as the county, then unfortunately, the BC355N would not work. While it is an analog scanner, it is not a trunk-tracking scanner, which is what you need for that system. You might take a look at this thread. The scanner mentioned, Pro-163, is an analog trunk-tracker and would get the city/county system I referenced above.

scanner

i programed the frequency in the private one 9 channels but every time they talk it beeps 3 time and cant hear them some times maybe i programed it wrong

If you put in the Hobbs/Lea county EDACS system, that is why the beeps and no talk. But, you still didn't state what frequencies you want to put in.
