Before you do ANYTHING, you really should familiarize yourself with the basics of the scanner by reading at least the part about its basic functions. You CAN just plug it in, turn it on and press either the PD/FD/EMG (police/fire/EMS), AIR/MRN (aircraft/marine), CB or WX (weather) buttons and listening. However, your scanner will lock onto many nearby signals that you do not want and you would have to lock them all out.
The better way to do it is to have a list of frequencies in the area your grandfather wants to listen to. If you can to share that, we can get those for you (assuming that the local emergency services radio system is one that the BC355N CAN pick out...if they are trucked systems, your are out of luck). Once you have those frequencies, it is a matter of pressing the BAND button to get to the range that the desired frequency is in. The radio will start "scrolling" through the frequencies in that range. when you are getting close to it, hit the HOLD button and then the up or down arrow keys to get to the exact frequency you need (ex: 155.355). When you get to it, press the PROGRAM button, then the PRIVATE button and the the up or down arrows to choose the channel number in the PRIVATE bank (1-99). Once you get to the channel number you want the frequency to be on, hit the PROGRAM button again.
Those are the basics of how to program the scanner. Again, read the manual and have it close at hand when you are doing it. Don't rush and, assuming it's the right scanner for his needs, you will be fine.
