Recently heard hear in N. VA. consisted of the term "Move down, mooov down!" anyone have any ideas who or what agency would be using this frequency in the DC area?

Perhaps you could narrow down this to include the frequency itself since we can't tell from your post if this is pubic safety, business, or someone on an FRS radio.

If it's not an image then it's bootleggers or a CCR default factory channel.
There shouldn't be any land mobile radio use in the US in the 400.0-406.1 range.

Shouldn't ? But the Great White Whale is out there, in that band
Sept 2009 White Whale story in Monitoring Times :)

inputs are 400-406 for this TRS

Where does it say that? The 406-420 band uses a +9 MHz offset, with outputs on 406-411 MHz and inputs on 415-420 MHz, with simplex in the gap. That TRS looks consistent with that band plan.

Having personally discovered this Mobile TRS and close-called the inputs, while watching on Trunker :)

And the A-Band has plenty of exceptions to the NTIA policy and many that are still grandfathered who have not converted to the 9 Mhz off-set

Yes this TRS is P25 but not all ENC
but we are getting off the original question, I was only pointing out there is valid traffic below 406 Mhz
and as others have pointed out, if not an image, go look for the CCR

Well I am thinking cranes as well but its too intermittent in use to tell much at this point. We have the Silver line Metro extension running through Reston, Herndon and into Ashburn in Loudoun County which no doubt has lots of construction crews using God knows what legal or otherwise.
