Recently heard hear in N. VA. consisted of the term "Move down, mooov down!" anyone have any ideas who or what agency would be using this frequency in the DC area?
Perhaps you could narrow down this to include the frequency itself since we can't tell from your post if this is pubic safety, business, or someone on an FRS radio.

If it's not an image then it's bootleggers or a CCR default factory channel.
There shouldn't be any land mobile radio use in the US in the 400.0-406.1 range.
Where does it say that? The 406-420 band uses a +9 MHz offset, with outputs on 406-411 MHz and inputs on 415-420 MHz, with simplex in the gap. That TRS looks consistent with that band plan.Shouldn't ? But the Great White Whale is out there, in that band
