Unknown emergency vehicle

Today there was a DV call in my town, and a rig was dispatched by miccom. It was a GVAC 323 rig. (Garfield Volunteer Ambulance) But there also was a Red Jeep with white light bars on top that responded to the scene. No decals or anything. He was not dispatched. Guy was not wearing any radios or anything at all on his belt. On top of his truck was what appeared to me a RS telescopic whip antenna ! I could of sweared that was the antenna on top of his truck, somehow mounted on a bnc mag mount. Well anyway, anyone have any idea who this guy was?? This is the first time I saw such vehicle. My guess would be he was an EMS coordinator. If anyone knows what this is please tell me. Thanks.

I wonder if he could have been part of the ambulance crew. Maybe he was just coming on his shift and never made it to the station. He could have traveled to the scene in his own vehicle. In that case I guess he was just there for extra man power and did not actually board the ambulance to the hospital if they transported anybody. I've heard of this kind of stuff on my scanner before.

Sounds like something different from what your area uses for "DV" I would guess and say domestic violence.
