The only FCC licenses within 50 mile radius of the location you gave, which has that range of frequencies, are these;

However, the frequencies you listed are not on the licenses.
I did look at the dsdplus groups found 1 TG 5091
I decide to look up the freq search in fl and this popped up. Collier County Sheriff trunk system. It is site 1.1 I just looked through the dsdplus file.

Based on the County Commissioner meeting minutes from February, I'm betting Collier County is moving towards replacing the Harris system they seem to have lost confidence in.

One of the Sheriff speakers said the Sheriff bought his own Motorola core. Maybe that's what this system is?
I do not know anything about Collier County - system wise or politics. But. reading through the link above, it sure seems to me that there is a lot of negative bias towards CI and Harris. That said, both Moto and Harris build pretty decent systems these days - when they are installed correctly and with the right number/location of antennas, there rarely seems to be problems from either one of them. So that begs the question, what's the problem with their current Harris core - is it as I suspect that there is some kind of antenna problem causing the issues? (Because obviously - if you don't fix the antenna/tower problem, the Moto system isn't going to work either....LOL)
