Unkown signal, need info.

Lately I have seen this signal. This morning skip was running and there were quite a of them. Its licensed
as FB6C, haven't seen this before either. I assume its some sort of phone / data system, DSD doesn't do
anything with it, encrypted or something that is not supposed to be decoded.
