Yesterday around 5:30pm , "CPI # 127" came up on the US Park Police ch # 2, reporting an incident on GW parkway. Anyone know what agency use the Radio ID "CPI"

He asked what agency it was. Maybe you think everyone is a mind reader and should know

Sorry. I assumed the photo was enought to identify them as 'wackers' - and I didnt really want to comment more. But since you insist - I can tell you what I have heard about these people - nothing more:

CPI is called Commonwealth Protective Institute. They are a DCJS registered security and training academy in Virginia. I believe the have a compliance agent, trainers, armed guards, security, protective personell, etc. They likely have contracts for various security with many companies and maybe some govt buildings too.

I have been told the guy in the white shirt in the photo runs the place (but he puts himself low on the org chart) and somehow he must have got a local judge on his side because many of their people have been appointed as 'special conservators of the peace' in Virginia.

Supposedly, each new administration within the state of Virginia claims this type of conservatorship does not actually give them rights to use blue lights or use the state seal on their badges or use the word police on their livery, but from the looks of their website CPI has a lot of lawyers on staff and continues to fight this and continues to run around Northern Virginia in cars that say police on them, fully equipped with blue and red lights plus fully functioning radios, sirens, etc.

If indeed this is who was overheard on the radio, I have a feeling if Park Police knew they (CPI) came up on their (PkPD) dispatch channel, heads would roll. Unless there is a MA agreement in place, no other agency, besides other feds, in their right mind would come up on that channel.

I don't get it. Most everyone, well most..have a cell phone..why not just dial 9-1-1 ( Emergency Dispatch ) direct.

How...may I ask did.... or maybe why, did the U.S Park Police give CPI their radio freqs, and permission
to use their radio system?

I went to the CPI website. Nice pics....alot of guns and shooting...and simunitio talk. No Pics of handcuff training, Force on force / self defense training, ,pepper spray qualification , physical training, EVOC ( Emergency vehicle operators course ) training..ect..ect. Just alot of guns. Hmmmm - and guys standing around looking pretty.

As with some stories / events, qualifications....I have questions in my head.

Existance .....or financing. Again, I am not meaning to cut these folks down, but I have my own reservations, adn questions. It takes more than a uniform and a snazzy ride to " make the person ".

=== Yep..I would think so ; heads would role. A " Contractor " as described..on a U.S Govt freq. Yep, I would raise caine too. At times, the location I work, we have people talking on our frequency. That irks me, no matter what agency you are with. If you are not supposed to be on that freq..don't talk on it. Some people soley do it to get us riled up. If I were in charge, it would be a different story. But , fortunately for some...I am not in charge.

Again..I have my questions of DCI.

Unfortunately, all the information needed to program a radio for this particular system is located right here on rr.com and nothing else is needed - any geek with ham radio can program the park police and talk within about 30 seconds of looking up the info here.

That's okay, in a month or so the park police channels will go silent when thier new system is online!
