Does anyone know what radio system they use at any of the Upper Thames Conservation Authority campgrounds (Fanshawe, Wildwood or Pittock). This is a recent photo of one of their security personnel.

That appears to be a Motorola TLK-110. It is an LTE only radio which operates on Morotola Solutions WAVE platform. There's no basic UHF/VHF capability to these devices. You can read about the specs on this radio from Motorola's website by clicking here.
