Short answer, they can't be listened too. They are on ProVoice along with most emergency services in the Lower Mainland. Check out www.scanbc.com for more info.
Quote from scanbc.com :
There are 9 detachments in the Lower Mainland district that operate out of the G.V.R.D., these include:

Agassiz
Boston Bar
Bowen Island
Chilliwack
Hope
Pemberton
Squamish
Sunshine Coast
Whistler

Hrmm That is just a list of RCMP detachments in the lower mainland. None of those detachments are on the "E-Comm" system... yet.

This map shows exactly which police departments that are provoice and that you can NOT hear.

Actually, they are all fully sworn provincial constables under the BC Police Act, most of which came from other police agencies in the Lower Mainland and most have 20+ years service as police officers... Wanna be cops/ticket checkers, maybe in your eyes...but the facts indicate otherwise.

From the Translink Web Site:

Transit Police
Greater Vancouver Transportation Authority Police Service have full powers of provincial police, including the ability to arrest people for outstanding warrants, enforce drug laws, and enforce the Criminal Code outside TransLink property.

Sounds like your on the wrong website. GVTAPS are Cops.

Yes the GVTAPS are full legal police officers. The problem with them is the same as the CNCP rail police. There first priority is the protection of the COMPANIES interests not
protection of the public. They answer to TRANSLINK. It would have been better to
have assign local police to transit beats. Interesting that port police are not needed but
transit are.

Actually they're not running AEGIS. They're running ProVoice.

Why is it stupid? The only "stupid" in the equation are the people who can't figure out how to buy a MA/COM radio on eBay and program it up to monitor the services of interest. (Not picking on you, boy_ryan22).

There are far too many posts on this board and on scanbc.com from people saying it is IMPOSSIBLE to monitor VPD, RCMP, EHS, etc. These people are just stupid. No brains, no personal motivation to go out and experiment and no common sense.

KMPara says:

Sorry, but that's an outright lie. Either he's ignorant to the facts or lying with intent.

Let's say you (anyone) wants to monitor a given radio system for which a scanner doesn't exist...the first logical thought that pops into my mind is, "What are the system users using?". Duh? RADIOS. Now the next order of business is, "Is voice traffic encrypted?" If the answer is no, then what the hell are people being impossiblists for?

eBay provoice-capable radio = $500-1000
programming cable = $90
rapid charger = $20 (eBay)
a couple of batteries = $50 (eBay)
software = free (google.com)

In the end, it really doesn't work out to more than the cost of a new digital scanner with some accessories like a rapid charger, extra batteries and software licence fees.

Improvise! Experiment! Personal initiative!

Well to sum it up. I know a couple people who are able to listen to Provoice the way you explained. As you may know ERT is already Encrypted. and Ecrypted Provoice is IMPOSSIBLE to listen to..... We tell people that listening to the police is impossible so that the police think its impossible. That way they dont "flip the switch" and turn everything encrypted. The few people who have radios enjoy it and dont want a $1500 brick because some police detachment freaked out.

A reasonable explanation, boy_ryan22. Being discrete is elite, but I hate it when people (either intentionally or ignorantly) spread the wrong information.

Cheers.
