The input frequency is what mobiles/portables use to access the repeater. In the scanning world, you wouldn't program the input frequency, only the repeater output frequency. If you were in search mode and came across a nearby mobile/portable while it's transmitting, then you could ID the user as the same as the repeater frequency.

On rare occasions, it could be useful. Say you only wanted to hear units close by, you could listen to the inputs. Be advised, if any units are on talkaround/simplex operation on the main repeater freq, you would not hear them even if they were in the same car with you. Ok, maybe you would then.... 
Also, if you were in a bad position to recieve the repeater, but close enough to the units transmitting, you could monitor comms that way. Like above, only those actually going to the repeater would be heard on the inputs.

If you could only hear the Input, there's a good chance you couldn't pick up dispatch sometimes they 'talk' directly into the repeater.

Just to cover one 'extra' little trick of scanning...
Sometimes you do want that input in the radio, as some agencies (Federal groups were famous for doing this) would go to the input, with the CTCSS that would activate the repeater turned off, so it wouldn't be repeated, as a 'secret' simplex channel. In other cases, they'd go simplex on the input with CTCSS still on, for scenes where the inside a building unit couldn't hit the repeater, but could talk to the mobiles outside, and the outside units wanted to be able to repeat what the inside unit said on the repeater without having to change channels.
