Virginia Beach Police "5th Precinct" and "Beat Dispatch"?

can anyone enlighten me on where the VBPD "5th Precinct" is and what the "Beat dispatch" is? VB's website only lists four precincts but the Broadcastify feed and RR database shows 5 precincts and a Beat dispatch. RR Wiki has nothing either. Thanks in advance!
