They mean just what I've been able to gather while listening over the past month.

Signal 1-Mayday – Responder in immediate danger. A situation in which either the responder or dispatcher has identified an immediate threat and must convey this to a partner, other responders or dispatcher without alerting the subject.

Signal 2- Responder needs backup/assistance. A situation that is unstable, but there is no immediate life threat. Backup/law enforcement should expedite, but an overt request could escalate the situation.

Signal 3- Responder taking subject into custody. A situation in which a responder wishes to alert a partner, other responders or dispatcher that the intention is to take a subject into custody and resistance is anticipated. This could also be in the context of a directive to take the subject into custody and expect resistance.

Signal 4- Holding transmission of sensitive information, Please indicate when ready for transmission. Indicates caller is holding sensitive information relating to an individual(s) that is possibly within earshot.

However, I just heard Loudoun reference a signal 600 at the Dulles Town Center for a short time. Seemed like maybe they were meaning a wanted person was there.

These codes are not universal for all police agencies in Virginia. For example, James City County uses "Signal 2" to inquire if the suspect is within hearing range when they pass information over the radio.

Maybe someone in State gov't should look in to making these standard statewide. I'm pretty sure they don't use them in my area. They're not even using standard phonetics yet.

Actually, the state has a standard. Which includes basically the 4 signals previously mentioned. These are the basis of the states "Common Language Protocol". The protocol is not mandatory but highly encouraged.

Heard another signal 600 tonight. Dispatch advised there would be a signal 600 at a certain location for the next hour. Sounds like it could be referring to a stakeout/undercover op. There are currently undercover units using the encrypted TG and probable 'wire' TG.
