with the volume on using winamp any thing i can do laptop all the way up an the volume on the ex speakers all the way up very low sound

You don't mention which radio.
Look in the manual for a feature like "Volume Offset" to boost the volume
"WinAmp" tells me it's a streaming scanner feed. Level setting is a lost art as most feed providers can't be bothered.
In the past I used the Octiv "Volume Logic" plug-in, but it's no longer actively developed so you would have to stumble across it somewhere. These days I pump up the volume with VSThost running 2 plugins: TDR Nova equalizer to cut out the needless low and high frequencies, then LoudMax to smooth out the shouters and whisperers.
I made an overly complicated document describing all this that you are welcome to refer to if you want to set up all this stuff. It will pay dividends for any audio that passes through your computer.
