VSP Issues

I have a new BCD396XT, and everything I've uploaded to it (from RadioReference via ProScan) works great EXCEPT Virginia State Police! I've uploaded the generic VSP file as well as DVRS and STARS, and I have NO activity! Anyone have any ideas? I'm in Chesapeake, and I know there is traffic. Thanks.

I feel there should be a signpost about VSP and STARS saying, EVERYONE COMES HERE EVENUALLY! And here you are. Well I have a 996XT which you may or may not know is the desktop version of your scanner and I use FreeScan and never have had a problem programing STARS or the VSP. Freescan is free if you are a RR premium member and I find it very user friendly and intuitive. I really do not know why STARS is so difficult to program. Perhaps it is all the sites.
