These are talk groups intended for use in special circumstances or events.

I have heard VSP Blue 5 used as an additional dispatch channel during a snow storm and during a multi-agency crime sweep or checking detail.

I have not heard any traffic on VSP Red 5. I seem to remember a post indicating that the VSP Red 5 talk group was not activated.

Thanks. I heard VSP Rich Blue this morning but as the local rescue squad was handling a nasty wreck at the same time, I didn't catch the whole conversation.

The "red" and "blue" talkgroups are generic TAC "channels" that are geographically or divisionally assigned to be used as the Agency deems appropriate. You'll notice in the listing of the system that a number of agencies have talkgroups designated as "red" and "blue", not just VSP.

I assisted in the talkgroup designations for one of the agencies at inception........

I've heard the VSP Blue talk group in Richmond for those weekends when they saturate a highway for speed enforcement. Also think I heard it used when they were helping out at the State Fair up in Doswell. You don't hear it too often, but when you do, you'll know they're up to something other than the normal daily stuff.
