Wall Twp. Police radio upgrade?

In today's Asbury Park Press, Wall Twp, Monmouth County plans to bond for money for improvements including "new" police radios. The article states the radios are the main reason for this bonding. Anyone have any idea if this is for new radios (hardware, existing system) or new radios/new system?
