I would like to learn everything I need to know to be able to broadcast Chicago PD. Many of the Chicago channels are always listed as offline. I would like to try to provide a general Chicago channel but I have zero knowledge at this point.

Any and all help as to where to start and what is needed would be greatly appreciated.

Even before radio scrambling went into effect (not sure if Chicago's jumped on board yet), a large percentage of traffic was done by CAD (Computer Aided Dispatch) so I'm not sure how much radio traffic is left to broadcast...
