Washington County / JC P25 Missing Audio

I have been monitoring the Washington County / Johnson City P25 Phase I system on both a BCD436HP and a BCD996XT for over two years now with almost no problems. Over the last two weeks, I've noticed *very* intermittently lost audio on both scanners and have no explanation. I've not changed any system programming at all.

Quick overview of the system: it contains two sites. Control channels use the same frequencies on both sites. One site has more voice frequencies available than the other. My (stationary) 996XT is locked onto one of the two sites. The 436HP scans both sites.

Two weeks ago I noticed that my BCD436HP was much quieter than normal. I thought I had inadvertently pressed the menu button, but not so much. I walked over to the 996XT and noticed it was receiving audio like crazy while the 436HP did not seem to think there was anything to listen to. It was physically eight inches away from the 996 and I've never had any reception issues here. Then later the opposite happened. The 436 was receiving audio on the police and sheriff dispatch channels while the 996 just sat there scanning away. Sometimes the audio comes back after just a few minutes; other times it can take 4 - 6 hours. Generally if I power cycle either of the scanners, I'll get audio again. At first I thought that might be an indication of failing hardware, but with both pieces of hardware acting the same way at the same time after having zero problems, I think it's nearly impossible that both pieces of hardware would fail at the same time. I also have no problem on the 436HP receiving audio from TACN Phase II systems. Only the Washington County Phase I system seems to be giving me a problem.

I've checked the RadioReference database and both scanners' programming matches exactly. I checked the ULS database for changes in Johnson City over the past 60 days and couldn't find anything related to this system. Any thoughts about what might be going on or what I need to do to troubleshoot?

The Washington County system is in the process of migrating over to the TACN. Right now they just have a few channels in test mode on TACN. Unsure when the full migration will take place. You may have trouble monitoring them until they completely convert over.

Currently only one of the sites will transition over the next 2 weeks. Then the other will transition once its FCC data is approved. The system will be upgrading to phase
ii capabilities, and integrating with the rest of the TACN during this 2 week window.

Thanks for the info. I'm not sure that I understand how my scanner can distinguish between the sites since they use the same control channels. Historically I've been able to get virtually the same quality at home regardless of which site I appear to be listening to. Both scanners are showing "full bars" of signal and the 436 indicates it's receiving data, so I suppose there's not much to do besides wait out the transition period.

Your scanner cant tell by the reception of the freqs except to show new SysID etc. Only an actual system radio will be able to know which is which system as the System IDs will be differrent until the full transition has occurred. Only way you will be able to tell is by looking at the data the scanner shows for the SysID, Site Numbering, and new TGs etc. This is when Pro96Com, UT, etc come in handy.

I'm still getting them on the same control channel. However they are switching over to the TACN system around the end of September. K2NWC shoot me a PM and ill help you out some. I'm in Johnson City as well.

While I was typing out a PM to you, I decided to go back into Pro96Com one last time to see if I could figure anything out. I noticed that if I put the 996XT on "hold" and went through all the listed frequencies off of the legacy simulcast sites, I was seeing the System ID 355 on 857.4625MHz and a different System ID (2A5) on 858.2375MHz. I locked out the 858.2375MHz frequency in the Site and everything seems to be running smooth again. Maybe they're using 857.4265MHz as the control channel for what will be the Phase 2 system? Thanks much for your offer to help. If this ends up not being a good solution until they get converted over to TACN, I'll definitely reach out to you.

2A5 is TACN. 355 is the JC/WC SysID. That confirms part of the system is indeed now on TACN and rest will fold over as they convert. What Site Number is the TACN site showing?

Thanks for updating. And thanks much for getting me on the path to Pro96Com. That was very helpful. Appreciate you guys all giving me some education. Will definitely continue to try and pass along any useful information I can as they transition over to TACN.
