Washington County Sheriff has decided to use their "Tac 2" channel almost exclusively. It is encrypted. For information only for those who listen to online feeds and can't understand the radio traffic.

I'm assuming were talking about Starcom21? Is 5378 Tac 2? Is VHF used at all right now?

Is Sheriff only on SC21 or Nashville, other small towns (if there are any) ...

No, this is on VHF which is used exclusively. They don't use Starcom as it barely works in Nashville (the county seat). None of the other county agencies use Starcom either. 151.460 is their main dispatch frequency. They have programmed in a second channel on 151.460, scrambled or encrypted, they call "tac 2" and use it most of the time from dispatch to their cars and back. Other towns are using 155.625 analog for most coms but a few have gotten digital radios in now and will talk on 151.460, open. It's a mess.
