I was looking around and found that Fort Worth is moving to P25 starting Q2 2011.
this is happening thanks to Homeland Security requirements of interoperability. Fort Worth
has purchased a Master P25 switch.

Looks like we are all going to be dishing out a lot of $$$ to upgrade.
While there is an eventual move to P25 on the horizon, what's scheduled for Q2 of 2011 is installation of a P25 compliant master switch. That's something that will be required for interop with other systems (other than the Ft. Worth/Tarrant County system), and especially those that are P25 now (or that convert to P25).
The 'master switch' is only a small part of the system (though an important one). Take a look at pages 19 and 20 of the document you linked. They don't anticipate getting funding for the zones and phases of the construction and changeover secured until the end of September of this year. Building of the zones (the text of the document, which had been linked previously over on the DFWScan Yahoo group anticipates additional tower sites being needed) would not start until January of 2012.
(From the chart on page 20) Equipment installation at the sites, coverage testing, final acceptance, and subscriber migration (that would be actual changeover to P25 radios by the units actually using them, as well as dispatch consoles) all are scheduled for various times in 2014. "CFW" (City of Fort Worth) does not expect to complete changeover, at least according to the schedule, until March of 2015.
Of course, with all the various agencies (cities and counties) in a budget crunch, one has to wonder if that schedule will be met, or may slip a little.
