Would it be possible to run and SDR dongle with a Raspberry PI and using a 4G hot spot stream a range of frequencies over the internet? this would be so my friends and family could tune into driver communications during a race.

Yes. It would have to be a very narrow range of frequencies (due to low bandwidth of a commonly available SDR - which I assume you are using) , and I've had trouble with SDRs maintaining frequency stability with rapid frequency adjustments...tl;dr They don't scan well. But it is possible. If you have a 4g hot spot just get a barebones handheld scanner (pawnshop or ebay for <$10 and pipe the output into the the Rpi to stream it however you want).

What you want CAN be done, but it will probably not be as effective as you WANT it to be.
