Weird noise from scanner

Remove antenna from unit and see if noise is still there. That will isolate whether it is a RF signal breaking the squelch or if the HT has a problem.

Adjusting squelch help?

That appears to be a problem on their end with their repeater. If a PL or CTCSS tone is utilized you may be able to program that in to eliminate hearing the kerchunks of the repeater.

I have tried it on three different scanners in two locations in the county and one in the city. The only airport we have here is across town and its a small maybe one runway airport. Nothing but small planes if anything

I have tried 3 different scanners. At two different houses in the country and in the car in the city. It seems like if i enter any frequency on the trunked database for either tower it does it. The radio database doesnt list and ctcss or pl tones for that frequency

That is because it is a DMR system and doesn't use tones. What you are hearing is rest channel data chirps from the DMR system.

Are you trying to listen to the Natchez/Adams County E-911 LTR?

If so, what you're hearing is from the LTR Passport system. Unfortunately, there is no way to get rid of it. There is no way to scan it trunked, and scanners (at least the ones I've used) won't mute the data chirps that are associated with it. It's a pain, but the only way to listen to NPD/NFD.

LTR chirps every 10 seconds. These chirps are broadcast at 1-2-second intervals, which is more consistent with a Capacity Plus DMR rest channel.

Unfortunately, there is nothing that can be done for it. There is no way to listen to an LTR Passport system trunked, so scanning the conventional is the only way to listen. The data bursts are just part of the problem.
