So I'm sitting about 10 feet away from my tv holding my Motorola CP200. I had'nt heard anything for awhile so I picked it up and hit the PTT to make sure it was still going. I noticed the volume on the tv would go up consideribly everytime I'd hit the PTT, whats up with that?

Probably fundamental overload. RF from the transmitter is getting into the tv strong enough to affect it's operation. A strong signal can alter a transistor's bias voltages, inject signals where they don't belong, and overload stages to the point that they are no longer operating as designed, but doing something completely different.

That you used to happen to me all the time, if I was at home and tried to transmit. I would have to go outside as too not mess any thing up.

You just discovered a remote you didn't think you had. Now if it would only mute the commercials. If you think that's weird you should have had a Zenith Space Command set with a "clicker" and seen what a vacuum cleaner did to it.

You're dating yourself if you remember those things!
