West Hartford TRS

Where are the transmitter sites located for the West Hartford TRS? I know they have a fire simulcast channel (166.25) transmitting from atop Avon mountain that puts out a very strong signal. I always wondered why they never put antennas up there for the police (TRS system) to get better coverage.

One of the three sites is up there but it has directional antennas pointing down at the town. The other two are Fern St, near Steele. and in Newington on the ridge near the Hartford line.
