It appears that Westbrook has upgraded their system and is no longer listenable. Are there new frequencies or trunks to be added to my BC396XT or BCD436HP?

Unless they moved to MSCommNet [unlikely] generally when an agency converts from Analog to P25 they use the same frequencies.
Program those in without PL see what you hear.

the SCANME Yahoogroup indicates they have gone DMR

The database has been updated with a couple of the DMR channels

Westbrook PD using analog presently, 155.130 PL 186.2. Westbrook Fire is using DMR with the listed parameters.

I've upgraded to the BCD536HP. Now I'm receiving WFD on DMR but not WPD, any suggestions?
Not sure why, but the PD is currently using their old analog frequency of 155.13 but now using pl 186.2
Westbrook is continuing to work out some bugs in the system. PD has reverted to their analog system using the new pl as a stop gap until the DMR system issues are resolved. FD is still using DMR for now, and is simulcasting on 156.000 for analog listeners. They are not rebroadcasting over 154.370 as that is the backbone of their FD DMR system.
Any updates?
