Westchester P25 freq in use in NYC?

It appears the County of Westchester has a tower (specifically a BANT) that broadcasts 478.3125 MHz - that's one of the South Simulcast frequencies for the P25 county trunked system - and that's great, except it appears that this tower is located at 122 E 42nd Street... in Manhattan. There is a second similar tower at 200 Park Avenue, also in Manhattan. I've tried to receive South Simulcast transmissions (I'm just across the river from the tower, in Hoboken, NJ) but with no luck.

This information comes from the FCC listing for callsign KVN918, registered to the county. Can anyone think of why the county would be broadcasting only a single relevant frequency, well out of their fire/EMS jurisdiction? I'd appreciate any help you can provide.

(Also of note is WIJ706, which broadcasts frequencies 478.6875 and 481.6875, which I can't seem to figure out either.)

The licensing of those frequencies in NYC goes way back to the 90s, predating both the new P25 system as well as the old SmartZone system. To my knowledge, there has never been anything at those locations.

Special Condition - authorized for secondary use on that frequency. Like @GTR8000 mentioned, that's probably a legacy license they keep rolling.

RR's parsing of the ULS database strips things like that. Always good to look at the authoritative ULS listing.

That's all fine and well, but if there has never been any transmitters in those locations, the secondary basis bit is moot.

Guess they want coverage in that area. The two Manhattan sites are pretty close to each other but one does have a SC of
"Authorization on a secondary basis"​

Do you think that could have been for some kind of mutual aide/coverage pipe dream way back then?

Could be, or maybe they were just trying to secure additional T-Band frequencies back in the day, and so they entered into an agreement with a licensee down in the city to grab those frequencies for future use. Since T-Band licensing is very specific to each region, presumably once they grabbed a licensed frequency in Manhattan, they would then be free to license it in Westchester as they would have no competition in the NYC metro area.

Or it's just Westchester being Westchester. If you know, you know lol.

They could justify the need if they really wanted. I listened to them chase a car all the way down the Harlem River Drive a few months ago. The current state of politics in the area made all these outside jurisdictions refuse to pursue across the line into NYC but for big enough incidents, they'll cross over. Couldn't hurt if they wanted to do something with it
