I noticed these recently on the mall. They are new. Are they antennas? Some kind of anti-bird thing?

No, I haven't been back over there yet. But here is official word from the management:

"Yes, they are moving lights, we call fireworks. They need some repair which we hope to have done ASAP. Everyone enjoys them in the winter."
