Depends. Lots of Variables

Agencies tend to have in their radios
a. The National 700/800 Mutual Aid channels
b. Their Own Off-TRS conventional channels

and if it's only Software failing to connect to the Main Server there is
a. Fail Soft (Where the TRS Repeaters default to CSQ Conventional channels)
and the users are automatically assigned the new Freq based on TG (Pre-determined)
b. Site Trunking, where the Zone is it's own little island, units can still Trunk, but not talk to anyone who is beyond that Zone/Site

What frequencies would be used if 800 mhz system fails?

Exactly what should happen. At least all above in a well planned system. If someone cheated out at least 2 of the above should be available.

Failsoft must be enabled and programmed in the radios and enabled on the system.

The radios must have failsoft frequencies programmed in on a per talkgroup or per personality basis.

For large wide-area simulcast sites like the 3 DSP sites, simulcast is often disabled in the system because of the fairly severe time differential interference that can be caused by one portable keying repeaters at multiple RF sites. In a system using P25 voice, this can destroy receivability in RF site overlap areas (rather than analog which will echo a bit, the digital data echo will rip the data). Given the ubiquitous use of P25 on the DSP system and the large geographic simulcast area, I wouldn't be surprised if they have failsoft disabled.
