What is a Signal 500 in PWC?

I heard this wednesday night. Signal 500 on PWC East 2. The dispatcher on East 1 told units about the incident on East 2. Sounded like units were setting up surveillance on a car in a parking lot.

It is a code used by PWC and Fairfax County when they are setting up a bait car. You will also hear Signal 600 used when they are serving a warrant or doing surveillance in an area.
