I found this BNC type part in a bag at work.. the plastic cap is not removable

You probally feed something through it then connect whatever it is that needs to be connected through the BNC, do you work around CCTV?

no closed circuit tv around here.

There is likely a resistor enclosed in the cap, these are common Terminators. They are used on unused ports of multicouplers as well as some computer networking applications to maintain proper impedance.

Put an meter across the center pin and shield of the connector and you will likely see a 50 or 75 ohm reading.
