In Lincoln the Pro-163/Pro-164 models work very well because the city-county system is using an EDACs system. As was already pointed out, this system rebanded in Demember 2010, and only four or five frequencies were affected. Radio Shack however will tell you that you NEED digital scanner to listen to LPD, this is the furthest thing from the truth. Only NSP has gone digital and statewide at that, thus Radio Shack wants to sell the higher end scanner because it's better for their profit margins.
Rumor has it however that a new system is a possibility in the near future, though no time-line has been established. My guess is that a P25 system is what they'd look at, but there is nothing official, other then a comment made by Casady about a year ago, concerning possible budgeting of a new radio system at some unspecified future. Yeah, real murky, huh?
