What's a Scofflaw check?

I hear ESU campus police, parking enforcement, always doing a Scofflaw check on cars. what does that mean? I've tried googleing in the past and looking on Wikipedia.

scofflaw (plural scofflaws)

1. One who habitually violates minor laws or fails to answer trivial court summonses. In this case, such the looking for vehicles without or expired parking permits. They might also be looking checking plates on the vehicles looking for those that have outstanding parking tickets. If found, they may "boot" the vehicle. Before the boot is removed, the offender must pay his/her fines
