What's that noise?

Sometimes when I listen to my BCD436 I hear a noise on stations that can be best described as either a machine gun or jack hammer sound. Anyone have any idea of what it might be?

I wasn't able to get the Mp3's to play but I looked them up on your site. I'm getting these sounds on the U.S. Penitentiary frequencies in Martin County, Kentucky. I am wondering why?

They're not MP3s, they are .wav files.

That is what digital signals sound like on an analog scanner which is unable to decode them and provide the audio.
