I agree, where I reside in AZ the local OEM for the county has a communications unit where volunteers like myself are trained to set up portable radio repeaters and perform other related duties to serve the county in the event of a disaster. We also participate in training exercises with other public safety entities. In the past we have been involved in training exercises covering wildland fires (we are red carded to work at real fires), bus accidents (mass casualty incidents), floods, hasmat situations and more. Most everyone in the group has a General class ham license or above, but we often talk on public safety frequencies as appropriate. A background investigation is conducted on applicants to lessen the chance of problems. Some of us are cleared to work in the local SO EOC.
It's something to do. I have been doing it for over nine years.
