IT is a Trunked System, all the frequencies are shared by Fire and Police, using Talk-Groups

Those are the frequencies in use by the Dothan P25 Trunked system (https://www.radioreference.com/apps/db/?sid=5942). With trunked systems, agencies share a pool of frequencies. You cannot determine what agency is talking just by looking at the frequency. You need to program as a P25 system and then use the agency talk group IDs to identify the agency transmitting at any particular time.

Go to the database and look up Dothan in Houston county and you will see that all those frequencies you state are for the
Dothan Public Safety P25 Digital system all the frequencies sre used in the system. You must look at the IDs to see what is for PD or FD.

A few weeks before my had a major storm I have picked that system up with 2 bars at night (In Bay Co Fl) and heard 1 PD TG 5351 & 1 FD 5251. Both in the clear. It is a Phase l system.
