Which scanner for Burlington MA pd?

Hey guys, I understand this is a P25 non encrypted system but not sure if I need a phase 2 scanner or not. Can anyone recommend a budget friendly handheld scanner that would pick up this system and others like it?

The most "Budget-Friendly" scanner which IS capable of Phase 2 - for when your area goes that way - is the Uniden 325P2

Shown in this list of handheld scanners.

Since it is a conventional frequency, phase 2 is not applicable.
Phase 1 or 2 only applies to a trunking system.
The cheapest scanner that receives a P-25 mode will work fine.
