when i did the signal settings to lower values, i get all 5 bars lit up the whole time, is it better signal or weaker signal?

When you change the bar settings for the RSSI Signal, it makes absolutely no difference in the performance of the scanner. It only affects the number of bars displayed for a given signal strength. Use the standard settings:
BAR1=190 BAR2=230 BAR3=260 BAR4=290 BAR5=320

ok i put that back to normal settings, how about the transmitter setting for certain county, i have 13 different frequencies, whats the best setting on transmitter setting while programming such as one setting would only show 4, other setting would show 13 and last setting would be 0

Is it Stark County? The Stark Co site on the MARCS trunked system has 17 frequencies. You only need to enter the red control channel and blue alternate frequencies into the site. Ohio MARCS-IP: Multi-Agency Radio Communications Trunking System, Statewide, Ohio - Scanner Frequencies (radioreference.com) What programming software are you using?

yes it is stark county, im using PSREdit500 software. im just basically trying to get the best settings on my scanner (ws-1065) all it does is cut in and out, i also got a good antenna, all new stuff, im only like not even 3 miles from the main center

Looking at MARCS in the database, the Stark County site is not labelled as Simulcast.

However, looking at the site's page, and then pulling up a map of tower locations, it appears that it is very surely simulcast:

Simulcast sites, where signals from multiple towers, all using the same frequency, with the same talkgroup transmissions, are a problem for many scanners, including your WS1065. You may find that 'less' antenna, rather than a better one, can help your scanner receive the site. If you are using the back of set antenna that came with the scanner, collapse it all the way. You might also try to remove it completely & instead use a paper clip. You might also try setting something metallic, like a baking pan, next to the scanner on the side away from the closest transmit tower. There appears to be a site just to the southwest of Massilion, so you would place the item, which would perhaps become a 'signal blocker, blocking the signals from your north & east.

More on simulcast issues can be found in the Wiki:
Simulcast digital distortion - The RadioReference Wiki

As already noted, you do need to have both the primary, as well as alternate, control channel frequencies programmed. Those same frequencies are transmitted from each of the tower locations on the map,

im just north of massillon on 236 by canal fulton
If I'm guessing correctly (based on the map), use the original antenna, directly on the scanner. You might even lay it down flat, instead of vertical.

Use a baking pan, cookie sheet, anything metallic. Place it next to the scanner on a roughly northeast to southwest angle. You're trying to block, or at least reduce, signals from any of the towers other than the one slightly to your west/northwest.

If that works, you should be able to monitor the Stark County site on MARCS. The downside is that your reception of any conventional frequencies in your area, as well as other MARCS sites in other counties to your east and south, are going to be much harder, if not impossible, to hear. But if it works for MARCS, you've confirmed that your base problem is simulcast related.

In my area ws1065 and whistlers rarely, if ever works on four tower systems, majority will report haven't heard anything after a couple days, even with the attenuator on. Looking at what you have in your county, I cant believe it would work without doing some things like in the video below and paperclip antenna. Even then most likely very sporadic and garbled.
If you live near one of the towers, say a mile or less away, some report they can work as a close tower in theory overcomes the other towers.
Look at this video who also mention the cookie sheet, baking pan ideas as mentioned above.

WS1040/WS1065 vs Simulcast 800 (disregard #7 that never happened)

If you very recently acquired the 1065, my advice is to return it and get your money back.

Options that work better are Unidens- 996P2, 325P2, 436HP, Home Patrol2, 536HP, SDS 100, SDS 200.
The SDS models are expensive, but are designed to work in simulcast area as yours.
