I have a low profile magnet mount scanner antenna on top center of my car. There is a whistling sound occurring when driving down the road. Any suggestions? Would a piece of electrical tape work on the top of the antenna?

Do you have a lot of wildlife collisions on the highways where you live? You might want to leave that whistle alone. Here in the northeast, people buy little whistles to mount on their cars in order to prevent collisions with animals (especially deer).

Those ultrasonic whistles work.

A piece of tape placed at the center of the antenna rod will partly dampen out the whistle.

I get that on my truck, but only when it's foggy. The increase in humidity might be causing it for you, or at least making it louder.
As others said, putting something to break up the air flow over the antenna usually fixes it. Electrical tape will work, but won't last long. If you look at the newer vehicles out there, they've put a spiral under the antenna coating to do this. You could easily do something similar. Small diameter black heat shrinkable tubing will work, and last longer than tape.

Wait until you drive in ice fog with VHF 1/2w or 5/8wave, another loud antenna is an open coil Larsen NMO2/70.

Does it have an open coil like the old 90's cell phone antennas? Those are prone to that. Roll up something plastic and put it in the coil and it will stop.

Those ultrasonic whistles work.

I knew a guy who had one of these installed on the front bumper of his Toyota truck.
He said he's hit more deer since it was installed than before it was installed.
They were so effective, he was thinking about mounting one on his hunting rifle!!
