Who Is Using 151.4300 In The DMR Mode?

I am in Minnesota. Could this be a user in Wisconsin? Is Wisconsin DNR Forestry either analog or APCO P25? Either conventionally or on WISCOM?

One of the things I do from time to time is unattended monitoring. Sometimes, when I check the History Log, I will see some things that make me wonder who is using what and in what mode.

This afternoon, when I returned home, I noticed 151.430 being used in the DMR mode. The closest license near me is Hutchinson (MN) Fire Department. However, they are only authorized 11K2F3E emissions.

Unless there is a good recording, my guess is it's fluke. That is WI DNR RED used as primary FG for Forestry.
