Why aren't these frequencies in the Database?

Hello all,
Question. I am looking at the pdf I downloaded from this site for licenses in the Kansas City Metro Area.
It has ALOT of private businesses that are not listed on the database.
And unless I am totally confused I think there are licenses listed on the PDF that are not on the excel spreadsheet.
So is the PDF wrong, the spreadsheet lacking or the Database just missing stuff?
Anyone who could explain this I would appreciate it as I programmed one of the errant frequencies into my scanner that was not on the database nor the spreadsheet and it was as described on the pdf.

The RadioReference database is comprised of frequencies that are personally verified and confirmed. It is not a database of FCC licenses. Yes, there are hundreds of thousands of entities that are licensed for frequencies that do not appear in the RR database, because they were never verified and submitted.

The PDF you're looking at is simply a dump of FCC licenses. The CSV report shows what we have in the RR database that has been confirmed.

Ok I guess my follow up question would be when I find a freq that is confirmed (I just noticed this so please dont jump me...:) ) I am assuming I use the submission tab on my account home page?
My apologies if there was a sticky somewhere that I missed that explained all of this.
Upside is... Upon looking at the pdf I downloaded, I have a ton of new freq's to program in to and scan for...
I always thought it was strange that there were so few private companies listed in the database.
I figured everyone went cellular. Guess they just haven't been confirmed and submitted.

Yes, and if you use the submit tab on the county page(s), you will not have to enter the state and county. We look forward to your verified usage submissions.
