Why Rebanding & CSP

I was just wondering why they have to reband everything?

I get CSP 3A. 3B & 3C cars all on the same channel now when 3A use to talk they would come over on the 3A freq. I had in (ect.) Now it seems like they are all together on 1 channel. Are they? Did they change just to 1 freq. for those cars? Also for the first time I am also hitting 3 Nora cars on there where are those cars located located? Thanks in advance,

Yes. Every single portable, mobile, base station, and repeater has had to be done.
