Why would UCA renew licenses for 800mhz?

Why would UCA renew 800mhz frequencies licenses if they are supposed to (i Thought) free them up, hence why we moved to 700mhz?

Maybe they were using Autopay and forgot to cancel.

Because it costs nothing for public safety agencies to renew licenses, and because you never give back any valuable spectrum unless/until someone forces you to.
