Ok, there is a control channel which is decrypted by the trunked scanner and you can listen to the police. When you look at a list of trunked systems it shows the control channel and a bunch of frequencies after that. What are those for?

The control channel is the data channel that the scanner needs to track the trunked radio system. The remaining frequencies are for the voice communications. A conversation could jump frequencies several times within a typical communication. The control frequency will tell the scanner when to change frequencies to continue monitoring a particular talk group.
