But I only have 1 plugged in. Dump1090 Won't work. And if I run FMP24, it will run, but thinks there's 2 devices and that the 1st one is in use. This is causing an issue trying to run stuff. Any ideas how to trouble shoot? Thanks.

what devices are showing up in the device manager under USB?
How long has this been going on?
Does this persist after a reboot?

That garbage in the name/serial # line looks interesting. Any program that respects setting an explicit device name in the command line should be able to be told not to use it, like your instance of FMP24 appears to be doing...does dump1090 have that?

I have a USB expansion card which suddenly quit working a couple days ago. I have 2 RTL-SDR dongles and 2 Airspys. None of 'em work in the expansion card, but they used to, whether I have 1 or 2 plugged in. The 2 RTL-SDRs were working OK until a couple days ago when the card quit.

Ok, so the device failed, did you take it out and force remove the devices that aren't enumerating correctly in your system?

Run Zadig, make sure to set options as pictured. USB ID should match the one in the picture attached.

Here's what my zadig looks like with both AirSpys and one RTL-SDR dongle plugged in to other ports than the expansion card. I will try removing the expansion and see what happens.

I remember when I first install my rtl-sdr and had (2) Bulk-In's in Device Manager. DuckDuckGo'd, because well Google is @$!&, and finally found a solution that worked for me. Basically did this:
- Removed rtl-sdr
- Uninstalled both Bulk-In's using Device Manager, I also removed the software during the install - not sure it was really needed
- Re-inserted the rlt-sdr
- Device Manager showed the same, (2) Bulk-In's
- Ran Windows Update which found an Optional Driver Update
- Installed the update
- Looked in device manager and low-and-behold the rtl-sdr showed as a single device with the proper name
- Ran Zadiag and re-installed the driver again

I have used several different rtl-sdr's and never had this issue again. Good Luck!

I went ahead and removed the USB card, re-booted, and still have same issues. Put the card back in, same issue. The yellow triangle warning ended up being a simple cell phone cable, unrelated, so just unplugged it, yellow triangle gone. So back to the drawing board.

open the device manager, select "Show Hidden Devices" and delete all the RTL-SDR ones (and anything that isn't enumerating correctly) and then restart without anything other than essential USB devices in place (keyboard/mouse) and run rtl_test to see if the machine is still seeing a malfunctioning driver.

If you use the Zadig that comes with the later versions of SDR#, it will give you the correct driver:

double click on install-rtlsdr:

2021-3-26 v1810 Setup1_1.jpg

you should see this:

2021-3-26 v1810 Setup2_1.jpg

scroll down and press "any key"

2021-3-26 v1810 Setup3_1.jpg

open Zadig:

2021-3-26 v1810 Setup4_1.jpg

2021-3-26 v1810 has Zadig v2.4_1.jpg

check for dongle in Device Manager:

Open SDR#:

2021-3-26 v1810 Setup8_1.jpg

Select and click on source:

2021-3-26 v1810 Setup9_1.jpg

Click on Play and click on wheel to bring up RF Gain control window:

2021-3-26 v1810 Setup10_1.jpg

Increase gain until noise floor adjacent to channel just starts to rise, then stop. This will give you the MAX SNR of your signal.
